Culture and arts, invest to restart!
The ARPA Arts and Culture Stipend Program @Hayti aims to provide financial assistance to local artists, small business, and non-profit organizations in Durham, NC, to support their recovery and continued growth following the COVID-19 pandemic.
The ARPA Arts and Culture Stipend Program @Hayti will award $5,000 stipends to artists residing in the City of Durham and Durham County beginning in the Winter of 2025.

The ARPA Arts and Culture Stipend Program @Hayti strives to:
- Support Local Artists: Invest in the future of our cultural heritage by supporting a strong artistic recovery.
- Foster Creativity and Innovation: Support artists in making a lasting impact on our community through their work.
- Strengthen the Local Arts Scene: Invest in artists who enrich our community by creating vibrant cultural experiences for Durham residents and visitors alike.
- Recognize Artistic Achievement: Recognize the invaluable contributions of local artists to our community's cultural landscape.
- Encourage Community Engagement: Support the arts as a powerful force for economic growth and cultural vitality in Durham.
Eligibility
The stipend is open to individual artists, small business, and non-profits
To be eligible you must:
- Be 18 years or older, and be a current legal resident of Durham City or Durham County
- Have resided in Durham City or Durham County March 1, 2020 through the present (eligible zip codes: 27503, 27517, 27560, 27572, 27613, 27701-27713, 27715, 27717 and 27722)
- Have been negatively economically impacted by the COVID-19 pandemic.
- The ability to attest that your yearly household income during the period of March 2020 - December 2022 is equal or falls below the 80% median income as determined by the image below:

Application Review
A representative panel of community members, artists and industry experts will carefully consider each application to award stipends that best support the recovery of local artists.
The Review Panel of the ARPA Arts and Culture Stipend Program @Hayti will recognize artists who show:
- A DEMONSTRATED TRACK RECORD OF ARTISTIC ACHIEVEMENT AND HIGH QUALITY WORK
- WORK THAT INTERPRETS THE CONCEPT OF "CULTURE AND ARTS, INVEST TO RESTART"
- THE POTENTIAL TO GROW AND ADVANCE IN THEIR ARTISTIC CAREER
- PLANS FOR ENGAGING THE DURHAM COMMUNITY IN THEIR PROJECT
- SUSTAINABILITY BEYOND THE FUNDING PERIOD
The deadline to apply for Cycle 2 of the ARPA Arts and Culture Stipend Program @Hayti is January 9th , 2026.
Stipend Award Recipient Requirements
- A final report will be required detailing use of funds and describing the impact of the expenditures on the artist's capacity and progress of recovery post-pandemic
We anticipate providing funding for projects completed through the Fall of 2026. All related reporting requirements must be completed by Fall of 2026, as all reviews, approvals, and distribution of stipend funds must be completed by the end of 2026.
